Summary: office furniture does not use a single HS code. Desks, filing cabinets, workstations and shelving fall under heading 9403; chairs fall under 9401. The most expensive mistake is declaring 9403.10 (metal furniture) for a desk with a wooden top: the code on the Form E no longer matches the import declaration, ACFTA preference is cancelled, and duty is recalculated at MFN rates. This guide gives the code table per product, how to verify official rates, and the three reasons a Form E is rejected.
What an HS code is and why it sets the import cost
The Harmonized System is a six-digit classification used by more than 200 countries. Indonesia extends it to eight digits in its national tariff (BTKI). Every customs cost is calculated from that code:
- Import duty — a percentage of the CIF customs value, different for every tariff line.
- Import VAT — charged on the customs value plus duty.
- Income tax on imports (PPh 22) — generally 2.5% of customs value with an API licence, higher without one.
- ACFTA preference — only applies when the code on the Form E matches the declaration.
One wrong digit changes the calculation for a whole container. Ask for the HS code in writing on the quotation, not just a product name.
HS code table for office furniture
The table maps the products Indonesian importers order most often to six-digit headings, with the classification logic.
| Product | HS code | Dominant material | Classification note |
|---|---|---|---|
| Staff, manager and executive desks (panel top) | 9403.30 | Wood / MDF / HPL | Wooden furniture of a kind used in offices |
| All-metal work desks | 9403.10 | Metal | Metal furniture of a kind used in offices |
| Panel workstations (partition + panel top) | 9403.30 | Wood + panel | Declared as one unit, not as separate components |
| Meeting tables with panel top | 9403.30 | Wood / HPL | 8–20 seat tables use the same heading |
| Glass-top meeting table, metal frame | 9403.20 | Metal + glass | Other metal furniture |
| Steel filing cabinets, metal cupboards | 9403.10 | Metal | Includes 2–4 door steel filing cabinets |
| Wooden filing cabinets, side and wall cabinets | 9403.30 | Wood / MDF | Wooden storage for offices |
| Bookcases and display shelving | 9403.60 | Wood | Other wooden furniture, not office-specific |
| Swivel task chairs with height adjustment | 9401.30 | Metal + fabric | Swivel seats with variable height adjustment |
| Meeting or visitor chairs, upholstered metal frame | 9401.71 | Metal + upholstery | Upholstered seats, metal frames |
| Waiting chairs without upholstery, metal frame | 9401.79 | Metal | Other seats, metal frames |
| Wooden meeting chairs | 9401.61 | Wood + upholstery | Upholstered seats, wooden frames |
Important: these are six-digit headings. The eight-digit tariff line and rate must be confirmed in INSW before the container sails; the final decision rests with Customs. Print the result and attach it to the purchase order.
The most common error: 9403.30 or 9403.10
Almost every desk we produce uses a 25 mm panel top with a steel frame. The frame looks dominant, so many importers declare 9403.10 — yet the work surface, cabinets and panels are wooden board, so the declaration is usually 9403.30.
Three practical rules:
- Look at the main body, not the fittings. Steel legs, drawer runners and handles do not change the heading while the body is wooden board.
- Chairs are always 9401. A gas-lift task chair stays in 9401.30 even with a metal frame and fabric upholstery.
- Never merge two headings into one invoice line. List desks, steel cabinets and chairs separately with their own codes.
For unusual combinations — a marble top or stainless frame — get a written opinion from your customs broker before production. Changing a code after arrival costs far more.
How to verify official rates before signing a PO
Four steps, all using official sources rather than blogs or third-party calculators.
| Step | Official source | What to record |
|---|---|---|
| 1. Find the eight-digit tariff line | INSW (insw.go.id) | BTKI description and full code |
| 2. Compare rates | tarif.beacukai.go.id | MFN rate vs ACFTA rate for that line |
| 3. Match the documents | Form E, invoice, packing list | Identical six-digit code on all three |
| 4. Calculate the total | Declaration filed by the broker | Duty, import VAT and PPh 22 on the customs value |
The first three steps are free and can be done in-house; only the broker service for filing and port clearance is paid.
Three reasons a Form E is rejected
- The HS code differs between the Form E and the declaration. This is the most common cause. A single heading difference cancels the preference and duty reverts to MFN.
- The description is too generic. “Office furniture” without type and size cannot be matched to a code. Write “wooden office desk 1200x600x750 mm” instead.
- Third-party invoicing or an unexplained value. The seller on the Form E, the invoice and the consignee must form a clear chain. A value gap that cannot be explained triggers inspection.
An experienced exporter prepares the Form E with the same codes you use on your declaration. The full document flow is in our Form E ACFTA guide, and importing without an API licence is covered in the undername and broker guide.
Example: one mixed container with three HS codes
A mixed container still uses a single Form E, but each product type is listed as a separate line with its own code. Below is a 40HQ composition for a 60-person office project:
| Item | Qty | HS code | Volume |
|---|---|---|---|
| Staff desk 1200×600 mm | 60 pcs | 9403.30 | 12 m³ |
| 4-person workstation | 24 sets | 9403.30 | 18 m³ |
| 4-door steel filing cabinet | 40 pcs | 9403.10 | 8 m³ |
| Task chair | 80 pcs | 9401.30 | 14 m³ |
| 12-seat meeting table | 4 pcs | 9403.30 | 9 m³ |
| Side cabinet | 20 pcs | 9403.30 | 6 m³ |
Total volume is about 67 m³, matching the practical capacity of one 40HQ. Because three headings are involved, the Form E must carry three groups of lines and the packing list must follow the same order — this speeds up inspection at the port.
Frequently asked questions
Do all office furniture items use HS 9403?
No. Desks, cabinets, workstations and shelving use 9403, but every chair type uses 9401 — a swivel task chair with height adjustment is 9401.30.
Does a Form E automatically mean 0% duty?
Not automatically. The preferential rate depends on the tariff line and the validity of the documents. The six-digit code must match the declaration, and the ACFTA rate for that line must be checked at tarif.beacukai.go.id.
Is a desk with a panel top and steel legs 9403.30 or 9403.10?
Usually 9403.30 because the main body is wooden board. The final decision rests with Customs, so request written confirmation before production when the specification is unusual.
